Why mobile websites are different from regular websites?

Nowadays days, many mobile users take the help of their cell phones for surfing the internet.

It is different for cellphones because there is limitation of visibility on cellphones for any website. It is having limited screen to view it and also it is using different internet option. It is also not possible to cellphones have all application to view each and every websites.

the screen resolution of the cell phone is less then than the computers so the sites which are meant for the computers does not open properly in the cell phones so for cell phones the sites are modified so that they can b easily accessible in phones

Accessible and fast. Remember that a mobile internet connection is not so fast as a PC connection is.

well... aaa there are a lot of factors that get included
is the visibility ==> e.g you can't see a 15.6 " website in only 4" that iphone or some other phone's screen provides you
next thing to include is the protocols ==> a lot of phones get the internet conectivity through 3G 4G connections and all use http or socket protocols which do not differ from computer use but differ in the amount of information they transport. 4 e.g you wanna see a game site which has a heavy flash loyout, it would take a lot of time to load.
3rd thing to mention is the browser... while many of the newest mobile web browsers now support a lot of features, there are a lot of them <specially those created for 3G connections> that don't support the newest features. 4 e.g you try to log in to twitter or idk, when you type your email and pass and hit enter, the basic website sends you to a page with the twitter logo and than redirects you to your profile.
Many of browsers can't support this features like iframe or meta redirecting tag.
there are a lot of other things but this are the most essentials.

in general the difference comes from the fact there are so many mobile devices and tablets these days coming from so many manufacturers. you can see how this could be a problem for normal webdesigners

First off, I want to say, your question is very good.
There are number of reason having mobile website different then normal desktop.

Mobile has small size in comparison of desktop so, there is some limitation of seeing full website and even sometime mobile website take time to load. We get to see some missing part of website in mobile this is just because website coding is not mobile optimize. Some mobile doesn't have such graphic support and many more.
