web database

I am lookinig for to create a web database that will do the following:

1- user can create accounts, user able to login
2- the website will be searchable.
3-User and administrator will be able to post items with pictures,
4-Between users they can send messages. I would like the webdatabase to have 2main categories, and i can implement the sub categories. classfied- connection(where people are able to create account,post pictures,send messages) I would leave the implementation model to expert, same for the coding.

My price range is between $150-$200 usd. please don't write back if the you are looking for more than that.

 

Sounds simple enough, you need to make sure you have a webhost that supports asp.net 2.0 (not 1.1).
