I have not read the rules for vbulletin, but i dont think that i will be ready to pay $180 to vbulletin people just to get the CMS. Does any one know if it is ok if some existing license holder shares it with me and i pay him what he wants for the share?

Or anything else that cud help me?

License cannot be shared. Its one per URL and so if a user is not using it he can sell it to you for less $$ .

Changing of owner is perfectly fine.
