The best option is to try Adwords with targeting but if you are targetting Google SERPs then it would be good to have an about is page with your local address as well as links from the related area sites.

You have to get back links on that specific region you wanted.. For instance, you can submit your URL to UK directories.. You can submit your article on article directories in UK.. You could also participate on UK forums just like this one: forums[dot]ukwebmasterworld[dot]com & www[dot]acorndomains[dot]co[dot]uk

Would it be wise to re-write a dot com site and get a U.K. domain, submit articles to U.K. directories--just like I did with dot com domain? That way, you can have 2 similar sites covering more territory...

My real question is this: Is Google u.s., u.k., austrailia, etc. separate entities? Meaning, if you had a u.s domain and copied your site to a u.k. domain, would it be penalized?

Any comments and further clarity on this would be much appreciated!

    What is the site for?
Does it have a UK postal address?
Is the domain registered to a UK address?

    Submit to UK directories
    Build links from UK blogs
    Submit to UK article sites

It's a relationship site with a dot com address. If I copied the site to a UK domain name, would it be penalized? Is Google UK, Austrailia, etc. separate entities?

Anyone have a list of a UK article sites?

Or, would it just be better to target the UK with Google adwords for the dot com site.

    confused on all this...

Yes, keep focusing the UK region while performing SEO work, going for the local classified ads is also a good idea.
