I guess having free PHP hosting with mail enabled is classic targets for spammers and your genuine emails can go into spam only. Try getting some good web hosts.

You will find many free web hosting providers on the internet and as php is the most common programming language, it is supported on almost all the hosting packages, however, as you would like to send emails also, I think you will have to choose a paid web hosting provider as free web hosting providers won't give you access to mailserver with the free hosting package.

You can avails so many options with free hosting package and again reliability is the most worrying concern with free web hosting providers. So I would suggest you to go for basic cPanel Shared hosting plan which can provide your number of e-mails on you own domain.
