Wordpress is great for this (i recommend it nearly every post i make lol) theirs a tonne of open source skins/plugins for it to get you started. Its optimized & has a tonne of seo'd features to help out with google & tis very easy to install and use. Some of my clients are very new to the internet & struggle to use sites but after 5-10min their running their sites with wordpress very easily.
