Google Penguin decreases the search engine rankings of sites that do now follow the Google Webmaster Guidelines. That is to say those sites that include black hat SEO along the lines of keyword stuffing, cloaking and duplicating content. Link quality are the buzz words of the Google Penguin update

It is not correct to say " most of the website get hit". I think there is some reason to doubt Google's claim that it is only a small percent, but not that it is more than 50% of sites.
All they have actually done is enforce what was in their guidelines anyway, so I don't know where "drastic" change comes from.
My site was hit, but I think we still need to keep this in perspective.

How many were hit by Panda? or by Caffeine, or Big Daddy? I don't think Google have published figures like these before so that comparisons, are not available, but if you have seen them please link to them so we can compare.
But on the face of it, if 97% of sites were not affected then without supportive evidence I do not think you can describe the effects in the way that you have.
