I would say its even the Godfather . It's not hard to get high in Google's eyes. You just need some hard work and a bunch of people that will post backlinks in the desired location.

Hi, Google loves quality and relevant content and also the backlinks from the same sites. The more unique and new is the content, the good score you can get from the crawler. The backlinks from the websites of niche category and quality content add more value to your site in the eyes of Google.

The first answer given in this thread was the right one - inbound links. Yes Google wants quality and relevant content but it doesn't have someone reading it all, for ranking purposes it counts (and more importantly rates) the votes each site gets from other sites, i.e. the inbound links. In fairness Apoorva mentioned this as well.
