Definition of Perfect On page is at times different among different SEO experts and according to me Wiki has the perfect On page and so try to get close to that to the extent possible.

Put your main keyword in the title tag, in H1 tag, in content.
    Your content should be fresh.
your description should contain your main keyword.

First of all search some keyword low competitive keyword related to your blog and create content (title, Body) accordingly initially update your blog on daily basis( after 1-2 month you can limit your post), you can interlink your blogs post internally than do blog directory submission, you can also submit in blog ping sites, rss submission sites, can do social bookmarking of the blog.

Fresh content, keep correct keyword density in content, add Hx tags in titles of content, use alt tag in images, use metatags in all pages, make sitemap and RSS feed for the site etc are main things in on page work.

Avoid devious tactics to improve your ranking. If Google suspects that you are trying to deceive it web crawler and thus its users by including hidden text, misleading or repeated words, pages that don’t match your sites description, deceptive redirects, duplicate site or pages, or other disingenuous tactics, then Google may delist your site from its index.
