Something related to Net Tools 5

Hey everyone, I've been encountering some very dangerous situations envolving my ip address and my Xbox Live account. So I've taken the liberty to "fight fire with fire" some might say. The only software i know of that actually USED to work is Net Tools 5, if anyone could suggest a more up-to-date software? I would highly appreciate and return the favor.

Net Tools wont download on my computer and as in me hitting their ip or making them lag out as in kicking them off live for about 5 or 10 mins.

 

it wont let me download from all mirrors...
