Many companies like my own offer web design services. We can design for you and you can do whatever you want with your files. We also offer hosting if you need it. So the answer is yes, like previously stated, design and hosting are 2 separate things.
hey they really are two separated things but the correct answer to your question is YES ! you can design and host your website by yourself, you can even use your very own computer to make it a web server to host your website and you don't pay anything at all. cheers :p
