Yes it should be because the way is used depends on RAM. Say an OS does job scheduling and time slicing by using RAM and not cache then it would be different.

I think the RAM will not change its performance if you change the actual hardware. Yes, it depends on the OS that you are using, as it is the prerogative of the OS to manage the memory.
My opinion is that it does not perform differently as you still have the same amount... however, how you use the ram you have is a new topic. Obviously you will be using less ram for a linux OS than a windows OS.
