Graphics is a huge topic. Windows is relatively easy to start with graphics. 'Programming Windows by Petzold' is a good book to start with. 'Windows Graphics Programming Win32 GDI and DirectDraw by Feng Yuan' is dedicated to Graphics - this book is truly advanced - since this book also uses DirectX you need to first learn COM (DirectX is COM based) to get the best out of this book. There are good books on OpenGL which is a Graphics Library. I will suggest Petzold since you are new to the subject.
