Both activity is must needed in SEO, On page activity is increase your rank in SERP and after you get ranking keep it stable you need Off-page SEO activity.

Both On page and Off page are important part but, if in your on page there not found sitemap, meta tags and robots, then off page seo would be worthless work on the web.
