Google Adwords Indian Account have Credit Card Issues

I am not able to edit the credit card details for many of my Indian Clients but I can do that for my US Clients account

Anybody seeing anything like this ?

I guess this has something to do with Visa Secured

This is the email I got from the support and I quote

Hello Shabbir,

Thank you for your email. Due to recent credit cards security changes in
India, you won't be able to add a new credit card to your AdWords account.
However, you can still use the credit card already in your account.

If your current card has been declined, please click the "retry card"
button to trigger AdWords to charge your card. Find this button by
clicking the "Billing" tab in your account and selecting "Billing
preferences".

Once we're able to successfully charge your card, your ads will start
running again. If your card continues to decline, please contact your
credit card issuer to resolve the issue.

If you're still not able to use your existing credit card to pay for
AdWords charges, you might be interested in creating a prepay AdWords
account instead. For more information on this form of payment, please
visit http://adwords.google.com/support/aw/bin/topic.py?topic=15965.

TO CREATE A PREPAY ACCOUNT:

If you're creating a prepay account, please either pause or delete your
campaigns in your existing postpay account. To learn on how to do so,
please visit

You may consider making a one-time payment through check to clear your
outstanding balance in your postpay account. You can send the check to the
address provided below along with a cover sheet detailing your 10-digit

So this confirms no new Google Post Paid accounts can be created by Indians
