Background Running Application yet Responds to ui?

    Is there a way to have an application always be in the back of other windows even if it responds to ui? For example, I have an application that launches and controls other application windows. I want that application to always be in the background. That application has buttons to launch other applications, but I don't want it to cover up the other running applications? Is this possible? Its like a kiosk program.

    Yes and just do not create the window for the App and it would be fine.
