You may develop Custom Internet Explorer toolbars using full Source Code of besttoolbars.net and ToolbarStudio package to customize the toolbar created.

Source Code is programmed on Visual C++ and will compile under
Visual C++ 2003/2005.

And you can either implement your changes so it will be customizable through XML or you can hard code your feature into toolbar source code.
