Language used to make Converters?
 

I know you guys and gals are thinking by asking that question i am a beginner and you will be correct but my goal is to code a converter which will convert a certain image type, im looking for the best language that will help me do this, could any of you suggest a good language to do this and possbily the best route to start learning this language.

Your best language as far as my opinion goes would be .NET languages like VB or C#.

Ok thanks im doing VB in uni at the moment would be good but will the programs be anywhere near as good as if i made it with C#? Also does anyone no how to make converters anything simple to start me off will be awesome, for example .bmp to .jpg would be good.
