Partition Pen drive in C language

Hi,
I have to develop application in C language for partitioning the pen drive into 2 partiton and one partition should be secure by password. I'm new to this usb development. Any one can suggest which system function can i use for partition pen drive. Where can i get sample code. Thanks in Advance.
