Expression Web 4 because it auto closes tags, auto adds double quotes for attributes and overall allows you faster site creation. It may not have spry like dreamweaver but spry adds bloated JS code when you could just use jquery and a jquery plugin. It also allows you to run php pages from the browser using the php-cgi.exe if php is installed and comes with an asp.net testing server. Of course aptana 3 is also good to.
