This is incorrect, there is not a set figure for keyword density. See this video from Matt Cutts on the subject:

The first answer given in this thread was the right one - inbound links. Yes Google wants quality and relevant content but it doesn't have someone reading it all, for ranking purposes it counts (and more importantly rates) the votes each site gets from other sites, i.e. the inbound links. In fairness Apoorva mentioned this as well.
