I think you should consult with a SEO consultant, but before that you can do somethings to increase the pr and traffic - First - go for blog comments, find some blog that has hgh pr and they should do follow. It will help you to increase the pr. Secondly - it a is a most important thing - go for some trade links in your budget. Those links should be seo friendly, have high pr. Hoipe it will work for you.
