Looking to restrict a network share only to management after it has been created by IT.

There can be no possible way for IT to access after it has been created, maliciously speaking.

Are there any certain encryption tools or methods that can prevent the original creator from accessing a network share?

Basically, the reason for this is, we are looking to set up a share with sensitive/confidential information (salaries, etc.) once it has been setup we cannot have the ability to access this share even though we are Administrators and have the authority/power to do almost anything.
