I just started a local website design company, what is a great cheap way to market business without websites?

• Direct mail
• PPC
• Calling them

Each way tends to have lots of laws in the way between spam and do not call lists.

Find the biggest local sites and clone them using some CMS like Joomla / wordpress or any other CMS but spending little is the key to cloning it and get a link for some bucks or if they use Adsense have and ad placement on their site. You spend very less money and get a huge return if you are good enough.
