title tag -may be your site are not coming on first page because of keyword relevancy.
second -content
third- anchor text
i have seen the site having pr 2 on the first page of google.

Where do you get your traffic infromation? From google? The traffic result from google are not accurate. Try the traffic query function of yahoo and other SE .
