Hello Friends, Until now, teenagers aged 13 or below can't join Google +, however from now on teenagers aged 13 and up can join Google + in the U.S. and most other countries. As teens and young adults are the most active Internet users, Google seeks to grow it's current user base. However, Google is taking care of the fact that whatever teens share, they share in the right context. Google is definitely trying to increse its user base and moreover Google+ is more comprehensive and better then facebook and it has the ability to share more knowledge and education when compared to facebook perhaps this is the reason they have allowed children of 13 and above to subscribe.

I'd just like to clarify the age restrictions as the above statements could be confusing. Previously, Google+ was only open to people aged 18+. With this change, those aged 13-17 were also able to join, but children under the age of 13 still cannot join.
It isn't about Google or Facebook sharing knowledge and education with children but about children sharing it with each other. The point that Google makes in their statement is that whereas on Facebook anyone aged 13+ can interact freely with people of any age (and therefore perhaps be vulnerable), on Google+ there are safeguards as explained in their statement: https://plus.google.com/113116318008017777871/posts/hvXAqqHTkZe The reason why they have allowed teenagers to join is simply because they want more members.
