Google Adwords Indian Account have Credit Card Issues

I am not able to edit the credit card details for many of my Indian Clients but I can do that for my US Clients account

Anybody seeing anything like this ?

I guess this has something to do with Visa Secured

This is the email I got from the support and I quote

So this confirms no new Google Post Paid accounts can be created by Indians
