I have the ip address from the cell phone of a person that has been harassing me. I also have the suspects cell phone number. Is there any way to find out if the two match? I've done the ip lookup for the ip address for the phone and it tells me is verizon.

Look into social engineering, you could try and convince a Verizon support personnel to match the numbers for you. Read this book:
