Now I'm #2 for a keyword on G, and I wanna be #1
The #1 site is:
- aged. almost 10 years;
- PR 7 with 800+ links shown in link: command
- gained sitelinks for that keyword.

My site is:
- nearly 1 year;
- PR2 with 8 links
- has sitelinks with domain-names serp.

The question is: Can I beat that competitor? and what to do?

May I know what's the competition for your keyword phrase with quote in google.
You have certainly did a good job with #2.

Does that site offer quality content with backlinks?

It seems that you have some quality backlinks considering the number of backlinks you have and you are #2. So i would say just concentrate on content now related to your niche and compared to the site, which is #1.

Yes, you can beat it! Just consider these factors:

1. Quality content - fresh, interesting content. Content is king right?
2. On-Page Optimization - title tags, h1/h2 tags, meta tags, description, keywords and alt attributes
3. Off-Page Optimization - social bookmarking, classified ads, press release, blog commenting, link exchange, online groups, article submissions and directory submissions.
