accounting information of a process

hii.... i ve a doubt in process management ....why we need to have accounting information for a process in the process control block.... it has been said that the accounting information includes amount of cpu used, time limits , account numbers , process numbers....my doubt is wats the need to account the cpu time usage of a process ..... thats ir..... thank u.... enlighten me!
