Dev C++ is not a supported compiler. You will need to use Microsoft Visual C++, which is available as a free download from MSDN. (Visual Studio is a premium product you can't get without parting with loads of wonga, but the compilers and SDK are completely free.) Visual Studio Express is either (a) how you get those free compilers, or (b) an alternative.
