Basically Forums are created for discussion, while Blogs are mainly designed for a single user input, with possibility for other people to comment.

Anyday I would go for Forums. It not only helps your SEO needs but also provides lot of knowledge. Building a blog from the start ant getting good PR to it by updating regular long blog posts is a lengthy process, whereas forums has much much better PR than blogs. You also read and write forums posts on various aspects.
